Higher education institutions increasingly need research cultures that integrate innovation, industry engagement, and human-centered learning. Guided by the Triple Helix Model of university–industry–government relations and a conceptual framework linking research culture, innovation leadership, and industry partnerships to human-centered learning, this study examined how these dimensions contribute to institutional transformation in a Philippine state university, supporting SDG 4 (Quality Education) and SDG 9 (Industry, Innovation, and Infrastructure). A sequential explanatory mixed-methods design was employed over two years. Quantitative survey data from 48 purposively selected participant-representatives from the different program offerings of the university were analyzed using descriptive statistics; institutional records on research productivity, innovation initiatives, and industry collaborations were examined through document analysis; and narrative interviews with 15 purposively selected key informants—university directors, deans, program chairs, and faculty—were subjected to narrative and thematic analyses. Findings across the two phases were integrated during interpretation. Results revealed sustained research productivity and expanding industry collaborations that supported research-informed teaching, experiential learning, and innovation-oriented curricula. Participants described a research culture characterized by inquiry, collaboration, creativity, and knowledge sharing, although patent generation and university spin-offs remained emerging areas. Innovation leadership strengthened opportunities for critical thinking, ethical decision-making, creativity, and responsible engagement with emerging technologies, including artificial intelligence. The study demonstrates that integrating research culture, innovation leadership, and industry partnerships can foster human-centered learning ecosystems and advance sustainable higher education.
