This paper examines the relationship between data-driven storytelling and place identity in the context of creative city transformation, using Nantes, France, as an in-depth case study. As cities increasingly compete through distinctive cultural identities and narratives, questions remain regarding how data can support authentic and participatory forms of urban storytelling. The study addresses this gap through eight expert interviews with cultural administrators, tourism officials, creative professionals, and urban planners, combined with an analysis of more than 750 datasets available through the Nantes Métropole open data platform. Findings reveal that Nantes has developed a three-layer data ecosystem consisting of institutional metrics, community-generated insights, and collaborative analytics that collectively support the communication of the city's transition from an industrial shipbuilding centre to an internationally recognised creative city. The study further demonstrates that effective urban storytelling depends not only on data availability but also on participatory governance structures that position residents as contributors to, rather than subjects of, city narratives. The paper proposes an integrated framework linking data ecosystems, participatory storytelling, and place identity development, offering practical insights for secondary cities seeking evidence-based and community-centred approaches to identity building.
